Todd C. Ramberg
Mr. Ramberg is a partner with Gjerset & Lorenz, LLP. Mr. Ramberg’s practice focuses on hospital regulatory and compliance matters and reimbursement issues challenging hospitals. A component of Mr. Ramberg’s practice includes developing legislative strategies to educate elected officials on the direct and indirect ramifications of proposed legislation on hospitals and opportunities for local governments to collaborate with private hospitals. Mr. Ramberg educated many local officials regarding Texas’s transition to a statewide Waiver program and assisted hospitals and local governments with modifications necessary to maintain their public-private collaborations. To facilitate these collaborations, Mr. Ramberg assists hospitals with the formation and operations of non-profit corporations and ensures healthcare providers comply with Stark, Federal Anti-Kickback Statute, and State Illegal Remuneration laws.
Mr. Ramberg advises numerous hospitals on Medicaid DSH program qualification and funding in Texas and assists hospitals with the self-reporting and compliance components of the submission of hospital utilization data to state and federal agencies. Specifically, Mr. Ramberg frequently engages agency staff to ensure compliance with Medicaid program participation and to assess and resolve agency issues. To further his advocacy of hospital clients, Mr. Ramberg monitors both state legislative and rulemaking initiatives that affect hospitals and prepares individual analyses of the implications of legislation and rules.
Before joining Gjerset & Lorenz, Mr. Ramberg worked with the Texas Medical Association (TMA) where he helped physician members integrate managed care into their practices. He also coordinated sales and marketing efforts for a physician practice management organization created to address issues created by the expansion of managed care. Mr. Ramberg served as a judicial intern for the Honorable Edward C. Prado in the U.S. District Court for the Western District of Texas.
Mr. Ramberg has:
- Developed and implemented legislative strategy allowing a diverse hospital group to alert legislators to unintended consequences resulting from proposed legislation that would have adversely affected hospital operations.
- Participated in industry-wide Medicaid policy development and implementation to promote the sustainability of the healthcare safety-net.
- Lead the firm’s compliance efforts to ensure the state complied with its aggregate payment limitations under the first year of the Waiver.
- Mr. Ramberg has extensive experience in modeling the implications and reimbursement impact to hospitals statewide of various legislative and regulatory proposals to educate agency staff and legislators of their implications.
